The investment has confirmed the company's intention to build the plant in the industrial estate, which will produce competitively priced biofuels from algae feedstock.
"It will create many employment opportunities within the city for well into the future," Mr Pollock said.
According to Muradel, the company's 'secret' to the technology is the exploitation of a tiny non invasive, naturally occurring and highly productive marina microalgae that can be readily concentrated and turned into oil.
Developing sustainable energy efficient algal biofuel has been deemed as crucial to reducing Australia's carbon emissions.
Minister for Resources and Energy Martin Ferguson said the investment accelerated the commercialisation of biofuel technologies.

Renewable energy company Muradel has received a $4.4 million grant from the government to build the algae biofuel demonstration plant in Whyalla.

The investment was funded through the Australian Renewable Energy Agency's (ARENA) Advanced Biofuels Readiness Program.
